As such, he regularly represents Georgia Cities and Counties, Housing Authorities, City Councilman, County Commissioners, Police Chiefs, Police Officers, County Sheriffs, Sheriff's Deputies, Road Superintendents, Wardens, Jailers, School Systems, School Districts, School Superintendents, Teachers and other local Governmental Employees and Agencies. The cases in which he is routinely involved in this area of practice include a variety of legal issues related to our federal and state constitutions, civil rights, employment, police protection, zoning, education, special education, excessive force, false arrest, false imprisonment, and police vehicle pursuits among others. Representation of a City and City Police Officers in connection with claims alleging excessive force in effectuating an arrest. 5. Representation of a City and City Police Officer in connection with an injury and subsequent death to an innocent bystander arising from a police vehicle pursuit of a criminal at high speed. 6. Representation of a City in connection with an explosion and fire resulting in catastrophic injury and death arising from a rupture in the City's natural gas pipeline. 7. Representation of School District in a claim by a teacher alleging that she was demoted for exercising her First Amendment rights to criticize the current School Administration. 8. Representation of a County, County Jailer, and Jail Staff Personnel in connection with a claim asserting that the failure to monitor an inmate with suicidal ideations failed to prevent his suicide by hanging himself within the Jail. 9. Representation of a City Councilman in a claim a Former Mayor alleging violation of the City's Ethics Code. Personal Information Mr. Gray is a 1972 graduate of Georgia Tech where he received a B.S. Degree, cum laude, in General Management. He is a 1976 graduate of the University of Georgia Law School where he received a Juris Doctor Degree, cum laude. Mr. Gray received the Order of the Coif, reserved for those in the top 5% of their law school class, and served on the Georgia Law Review. He has received an AV rating from Martindale-Hubbell, the highest rating afforded to lawyers by their peers. Mr. Gray originally joined the law firm of Smith, Cohen, Ringel, Kohler & Martin (now Smith, Gambrell, and Russell) upon graduation from law school in 1976 where he was made a partner in 1983. Mr. Gray was a founding member of the firm of Fortson & White (later Smith, Howard & Ajax) in 1984 where he remained until forming Gray, Rust, St. Amand, Moffett & Brieske, LLP, in October, 1999. Mr. Gray is a sports enthusiast and an avid golfer. He has two sons, both of whom attended Georgia Tech. Mr. Gray was born and raised in Savannah, Georgia. He is a member of the State Bar of Georgia, Atlanta Bar Association, Georgia Trial Lawyers Association, American Trial Lawyers Association, Georgia Claims Association and the Lawyers Club of Atlanta. He is a frequent lecturer at local seminars.
